Update Notes for Build 0.4.0.24

- Skill books must now be read to 100% by the player before a skill is gained. The player must read a book using in game hours of study. - Added the UI for studying skill books. - Studying skill books depletes the player's energy and adds to the player's hunger. - I will be adding other types of books that confer experience points when studied. - I will be adding other activities along these same lines that require the player to "study".
