A Small Hotfix of Modest Proportions

Just a small hotfix, the main thing is adding FOG to make the game look way more atmospheric. Added Fog Random class goes to 30% instead of 25% with all 8 classes (thx Hank) Teaching newbies how to chat sooner in the tutorial Flaming bullets mutation and base duration slightly less to compensate for higher DPS Heavy's passive shield regen goes from 5 to 10 hp/s Slightly easier bots Dash Attack duration is 0.7s instead of 1.0s and begins AFTER the dash finishes, not when you first begin the dash Dash Attack now gains an additional single damage boost after the dash finishes, sort of like the Assault medkit, dealing 4/5/6/7/8/10/12 extra damage Dash Attack retains the name Dash Attack Phase Drifting speed is now faster at low levels, now ranging from 64% to 80% speed boost Phase Drifting now...
